How to connect windows mobile device center on Vista?

Windows Mobile Device Center will offer all of the features currently available in ActiveSync, but "in an effort to enhance your ability to easily and intuitively find device-related tasks and improve the overall usability of those tasks" will do so under a new and improved user interface.
Use a Bluetooth connection to create a direct connection between your device and computer quickly. You could use Windows Mobile Device Center to synchronize your device with a Computer via BlueSoleil.
Steps:
On the Mobile device
- If you have never connected your device to the computer using a USB cable, do so. After Windows Mobile Device Center starts, disconnect the device.
- In ActiveSync, click or tap Menu, then click or tap Connect via BlueSoleil.
- When asked if you would like to set up a partnership, click or tap yes. (On some devices, you may have to click or tap Add new device.
- When the name of the computer appears in the list, select it and click next.
- Enter a pass key when prompted, and then click next.
On the computer
- When prompted that a Bluetooth device is attempting to connect with the computer, click to allow this connection, click this message.
- In the Add Bluetooth Device wizard, enter the same pass key that you entered on your device, and then click Next
On the mobile device
- Ensure that the check box for the ActiveSync service appears and is checked
- Complete the Bluetooth Wizard.
On the computer
- Complete the Add Bluetooth Device Wizard.
On the mobile device
- In ActiveSync, click or tap Menu and then click or tap Connect via Bluetooth.
- To disconnect at any point after this, click or tap Menu, then click or tap Disconnect
On the computer
- Click Start, click Control Panel, click Hardware and Sound, and click Bluetooth Devices. If your computer does not have built-in Bluetooth, make sure your USB Bluetooth adapter is attached.
- Click the Options tab
- Select the Allow Bluetooth devices to find this computer check box.
- Click OK
