If you have alreadly paired with a bluetooth device manually, you have no need to do the 4 steps. If not, you should do 4 steps to dicover bluetooth device .
You can use windows socket to communicate with ppc and a Lap. Create a bluetooth server and client, there is a detailed instruction:
